Object of the Bill

The Object of this Act is to-
a)    protect the present and future generations from the Devastating health, social, economic and environmental consequences of Tobacco use and exposure;
b)    give effect to the obligations Uganda has undertaken to protect her people against tobacco-related harms;
c)    promote health and other human rights as a Party to the World Health Organisation Framework Convention on Tobacco Control (WHO FCTC) and other related treaties;
d)    regulate the manufacture, sale, labelling, promotion, advertising, distribution, public use of tobacco products, and sponsorship of tobacco products and to provide for other related matters, in order to-
i.    ensue that Uganda meets her obligations as provided for in WHO FCTC and its implementing guidelines;
ii.    recognize, promote and protect the rights to health and right to life as fundamental human rights;
iii.    protect the health of the population in light of the conclusive scientific evidence demonstrating the debilitating illness, disease, disability and death caused by tobacco use and exposure to tobacco smoke and to address tobacco-related environment and social harms;
iv.    ensure protection of the public from exposure to second hand tobacco smoke;
v.    ensure protection of minors from inducement to use tobacco and its products;
vi.    ensure that the population is adequately informed about the risks of tobacco use and exposure to tobacco smoke;
vii.    ensure the population is informed about the benefits of quitting and not smoking and to create an environment where no smoking and the absence of tobacco promotion is the norm;
viii.    ensure that tobacco products and tobacco industry practices are regulated;
ix.    protect the environment from degradation caused by tobacco related activities;
x.    ensure that public health policies related to tobacco control are insulated from commercial and other vested interests of the tobacco industry.

Waiting for Assent. Bill is waiting for the President to assent to it. When the Floor of Parliament has passed a Bill, it shall be presented to the President, and the President shall declare either that he assents to the Bill or that he withholds assent.

Assented by President

The Bill is now an Act of Parliament. When a Bill has completed all its parliamentary stages on the floor of Parliament, it must have President Assent before becoming an Act of Parliament (law). President Assent is the State agreement to make the Bill into an Act and it is a formality.
