Object of the Bill

The object of the Bill is to amend the Uganda Communications Act, Act No.1 of 2003 to enable the Commission to remit half of the levy on annual revenue of operators to the Consolidated Fund, to provide  for the sharing of the balance of the levy between information and communication technology development and rural communication in the ratio of one to one, to provide for tariff treatment of goods from COMESA, to amend Schedule 1 of the Finance Act, 2013, to amend Schedule 2 of the Finance Act, 2009, to charge a levy on unprocessed tobacco leaf consigned out of Uganda, to provide for payment of
informers for recovery of tax or duty, to provide for remission of Government arrears of taxes and to repeal the provisions of Schedule  1 on fees chargeable for the sale of hydrocarbon potential data under  the petroleum (Exploration, Development and Production) Act, 2013.

First Reading/Committee

Bill is still at First Reading, the first reading being the first stage of a Bill passage through the Floor of Parliament and is usually a formality, it takes place without debate, and the first reading of a Bill can occur anytime in a parliamentary session.

Waiting for Assent. Bill is waiting for the President to assent to it. When the Floor of Parliament has passed a Bill, it shall be presented to the President, and the President shall declare either that he assents to the Bill or that he withholds assent.

The Bill is now an Act of Parliament. When a Bill has completed all its parliamentary stages on the floor of Parliament, it must have President Assent before becoming an Act of Parliament (law). President Assent is the State agreement to make the Bill into an Act and it is a formality.
